As Water Administrator for Washington, D.C.’s Department of Energy and Environment, Kara has built a career around environmental equity and community stewardship. Her work includes watershed education, conservation planning, and public access initiatives, especially through the successful Kingman and Heritage Islands Friends & Family Day and youth environmental programming. She stands out for combining policy leadership with deep grassroots engagement.
“Kara Pennino ’09 has dedicated her career to protecting the environment while creating opportunities for others to connect with and enjoy it. As Water Administrator for the District of Columbia’s Department of Energy and Environment, Kara works to ensure equitable access to healthy waterways, parks, and natural spaces for all members of her community.
Her path has been marked by exceptional leadership and service. In 2018, she was selected for the highly competitive Green Fellows Leadership and Development Program through the DC Department of Energy & Environment, recognizing her talent, expertise, and commitment to environmental stewardship. Throughout her career, Kara has developed innovative educational programs that connect students and families with the natural world, helping foster a lifelong appreciation for environmental responsibility.
One of Kara’s most impactful accomplishments has been her leadership in the preservation and activation of Kingman and Heritage Islands in Washington, D.C. Through extensive collaboration with residents, community organizations, government agencies, and environmental advocates, Kara helped transform these remarkable natural spaces into places where conservation and community engagement thrive side by side. Her work culminated in the creation of Kingman and Heritage Islands Friends & Family Day, an annual celebration that invites community members to explore, learn from, and care for these unique ecosystems. Now in its fifth year, the event offers educational programs, outdoor recreation, environmental restoration projects, and opportunities for people of all ages to experience the beauty of the natural world. Through Kara’s vision and determination, these islands have become not only protected habitats but also beloved community resources.
At the heart of everything Kara does is a deep commitment to people, place, and future generations. She leads with compassion, collaboration, and an unwavering belief that everyone deserves access to the beauty, joy, health, and connection that nature provides. Whether working with students, community members, environmental organizations, or government leaders, Kara brings people together around a shared vision of stewardship, sustainability, and care for one another.
While Kara is unable to join us this morning, she has a wonderful reason. Just a few weeks ago, she and her family welcomed a son into the world. As she embraces this exciting new chapter of motherhood, we are especially delighted to celebrate her many accomplishments and the impact she continues to have on her community.”
